In the first diagram I guess it doesn't mean that White should actually play 2 at this time; if the move there is not interesting for Black, it probably is also not interesting for White. But maybe the ideas is that if and when White plays there, Black should still tenuki. Right?
That's what I'm thinking too. Oomori doesn't quite spell it out, but in an earlier diagram, where B does play at 2, W settles his upper group on the right as quickly as possible and then rushes to get the first move in on the lower left. So I guess after , W should still respond around a.
John F. Fred: You say "when" White plays... Is that "to" or "toki"? If the former, the translation should be "if", then all the problems melt away.
