White's playing tenuki after Black 9 seems to be nice judgment. After Black 9 a and b are miai and White doesn't need to worry about his group now.
But White 14 is a very bad move! At a or 16 would be joseki. After White 14, Black still has a nice tesuji at b. White 18 is not so good either. I think a move at c, which makes d and e miai, would be more interesting than White 18. So I don't think White is a very strong player, perhaps he is about 1-Dan. I cannot say how strong Black is.
