What Grade Is This Fuseki / Arno's opinion

I think these are high dan players (but heck, it could be kyus who have some faint idea of joseki as well). Moves like 9 and 19 look unusual but make some sense. I.e. 19 forces White to extend towards Black's strength. Granted, not a perfect corner enclosure, but if he made the usual enclosure at a White could just extend to 19. On the other hand, the exchange White 14 for Black 15 is not good for White, so I think high dans would be reluctant to play like this. Hmmm, maybe I tend more to the kyu players than dan players. But then, in fuseki everything is possible.
