(Sebastian:) Is my impression correct that we can't call it a push until we see what White's answer is? Would it not be a push if W2 e.g. at a?

Bob Myers: I think it's still a push no matter how White responds. However, that raises an interesting question--are there terms that do assume/require a particular response in order to apply?
