Segoe Kensaku's proverb, like most proverbs, is not unconditional. Most proverbs were created as mnemonics to help in learning. Everything must be conditional on the general position. Such as whether there is a double approach move and, as this page indicates, even one space difference in the location of the pincer is important. This page gives examples and follow-up moves.
