Black's tenuki  

This is certainly one of the rarer aspects of the 3-3 point. The approach with white+circle is not very threatening at all. In a few examples from pro play, Black typically does ignore it.

Miai?  

In fact the points a and b may be like miai, in Black's thinking. The exchange White b-Black a is surely fine for Black, while White's pincer at a isn't very serious.
