I think the 5x5 and 3x3 komi under territory scoring rulesets is 24 and 8 respectively. Black will have to play at least once on the board (at tengen) in order to be able to claim the entire board. Failing to play by passing will allow white to win by 24 or 8 points respectively.
On a related point... I just don't believe that komi on small boards can the same as komi on a 19x19 board. The line pushed in Senseis Library here seems strange to me. 9x9 and 13x13 surely can't be 6.5 komi.
Based, I think, on computer play on the 9x9 -- and modern programs are dan level on that board, at least -- there is a growing belief that komi by area scoring should be 7.5. That suggests a komi of 6.5 or 7.5 by territory scoring.
