Solution  

Correct is White 1. It develops White's weak group, while also limiting Black's framework on the left side. (Solution given by Kim Seong-june 6d.)

Too tight  

In the game White played 1 as this hanging connection. That isn't appropriate shape here. In fact it's a little heavy. It also is less effective in terms of the left side.
