kuhi: Shinjin O's page: https://www.nihonkiin.or.jp/match/shinjin/046.html The rule says that you have to be under 25 on August 1st of the year the preliminaries are "introduced". Lower in the page there is information that the draw for the preliminaries was done 26th October 2020, and at that time he would be 25 years old, but not under so I don't know.
