Problem resolved, but in case this helps anyone else:

The problem was with the normal cgoban3 on winXP over ADSL, although the browser applet version 3 (and previously cgoban2) worked fine. The same form of error was returned regardless whether cgoban was directed to an existant host.

I uninstalled cgoban3 & 2, and fresh installed cgoban3/NFL. At the same time I explored the JNLP runtime settings and disabled update 1.5.08 (quite odd, since it seems that only up to 1.5.05 should exist at this time). Client now works.
