I know there are various different ways of romanizing Korean names. Are the Women Pak Chi-eun (2000 and 2008), the same person as Park Jiyun (2012)?

Nope, they are different.
Park Chi-eun (박지은) is born 1983, while Park Jiyun (박지연) is born 1991.
