Is the translation official? The actual Japanese title is more like "The book to make your Go ability strong" and a more generous translation would be "The get strong at Go book". There is nothing about increasing anything or fighting anything in the title.
"Chikara" in go is not a general term for strength. It refers to fighting strength.
And if you look at the book, you see that the problems are not general, but involve deep reading.
There is no "official" translation and, in fact, the translation of the title used here is quite clumsy. A better one would begin with "A" rather than "The" since it is unreasonable to think that this book is the only one on this topic. We could quibble about chikara, too. A first try at improving the title translation might be "A Book to Strengthen Go Fighting Power".
