129.97.120.31: Windows 7? (2010-06-06 21:55) [#7752]

Has anyone had any luck installing this on Windows 7? The problem is that AppLocale only seems to work on Windows XP, not Windows Vista or 7. Is there a workaround for this, or some other way to change the locale on a per-app basis?
