Bill: Bonus question: How many external liberties (in the sense of approach moves needed) does White have?
Hint: It's not a number.

Charles: I think the current normal pedagogic idea is that one counts the approach moves in as liberties. That is at least implied on the liberty page. Of course there is a CGT perspective available, too; which is what Bill is alluding to, here.
