174.34.0.203: Addition for changes in Winter 2013 (2014-02-26 22:43) [#9967]

I added information about the most recent change in GoGod, namely the removal of the Encyclopedia and program collection. I also added a statement at the beginning that said this information didn't come from the history on the CD. Had I not done so, it would have appeared to, incorrectly.
