When did Class A change to include the bolded phrase, and why did it change? I don't see - and I assume this was the thinking behind the change - why handicap games should be valid between weaker players, but invalid for stronger players. This seems contradictory. Moreover, if a serious handicap Swiss is held, or a pro exhibition match, neither can be Class A. Does that make any sense at all?
