Uberdude: I'd say neutral. I don't get annoyed by my opponents doing this like I would if they played nonsense moves inside my territory to get a win on time. When you are behind it is perfectly reasonable to start some complications. If the opponent handles them correctly you resign, if not you are back in the game. A common idea is to play an overplay which the opponent could answer submissively and take a smallish, safe, loss, or resist strongly with higher risk. Then he has to decide whether to take the loss and hope for a safe win, in which case you've caught up a bit and maybe you will win if he keeps playing submissively, or risk the game by fighting strongly.
