This is not the case for all KAC tournaments. I organized the Dutch one, and that had 6.5 komi (and was knockout for the top 16, not McMahon)
Why they had a round komi in Germany I don't know.
My understanding is that fractional komi was invented to avoid replayed games in knockout tournaments. Since many amateur tournaments use a Swiss or Macmahon format, I'd like to see more tournaments with whole number komi. It would marginally reduce the likelihood of a tie for top place, and would add a bit of excitement to those very close games!
