Well, people who don't start any of their games will have them all loss by default, thus not affecting the rest of the pool. The rule is that unstarted games count for a loss for both players, but when it's obvously unfair, we can do something else. If the qualification for the next round is at hand and we can't find a fair solution, we can allow one more player to the following round.
