Do we want handicapped games, and if we do how do we determine ranks for those that have few ranked games in DGS?

Personally I like no handicap, just because then there's no hassle with ranks.

There has to be a bit of faith in people's honesty, but I propose that if you cannot assert a reliable DGS rank, then participants must put forth a rank from some other recognized entity like a national association or another go server. Then management makes a call as to what a IGS 22 kyu means in DGS terms.

Ok, for non handicap part, this one is dealt with :)

But for the handicap one, we need to decide the actual handicap. Do we let DGS determine it? i.e. play Proper or Conventional Or do we use somekind of other scheme, like the one proposed earlier with conventional handicap - 4 ? And it might be good to limit the handicap to 9 stones in anycase.

If we have 2 leagues (open and handicap), then it is quite fair to impose a number of finished DGS rated games (e.g. 25) to the players who want to participate in the handicap league. With enough rated games, their DGS rating should be quite realistic. (I am for a reduced handicap, like in real life tournaments.) The players who don't have enough rated games can still participate in the open league.
