During a quick search in the net I have seen it attributed to Aron Nimzowitsch, Siegbert Tarrasch or Savielly Tartakower. The last one seems unlikely, being rather aphorist and kind of a jester (his grandmaster strength nowithstanding) than profound theoretician.
