The worst move.  

After W1, the best white can get is seki with W3, which is now a 6 point endgame play. Playing W3 directly instead of W1 would have killed the black group. Other white moves, including tenuki, would not have killed the group, but would have kep the option of killing with W3 open. So W1 is the worst move

Variation.  

a allouds b and vice versa, then c is the key point.

Tapir: a is too good! Now White can kill with the next move, the solution is much worse, after W1 Black is unconditionally alive, the best White can get is a seki then.
