I think this page can be reduced to Bill's elegant second footnote, probably deleted and the footnote included in the group tax page.
I think that the title indicates what kind of page this is: Murky. ;) It really is a discussion page. How about making it a subpage of Group Tax? Or maybe a subpage of No Pass Go (which could use a WME itself ;)). Migeru's murky point is really similar to one made on the No Pass Go page by JasonRed, I think.
