From the 25th to 39th editions, the League stage of the Kisei tournament consisted of two 6-player leagues (leagues A and B). The winners of the two leagues had a play-off to determine the challenger to the Kisei titleholder. In each league, the two last-placed players were demoted from the league to the final preliminary stage. League ties were resolved by position in the previous years' league.
What happens in the case of ties between new league members is still unclear to the author.
