Fish in troubled waters

Kungfu : To fish in troubled waters, first find the troubled waters, then go fishing. Troubled waters could mean the current battle. Troubled waters could mean an area where your opponent has a lot of aji. Perhaps something can be done there, that's the fishing aspect.

Basically I think this just means play on your opponent's weaknesses. Playing in his strong, calm areas is probably not to your benefit.
